New state laws come to aid of Russian voters, race horces

ALBANY (AP) — Russian immigrants are getting help when they vote, while cheating horse players trying to dope race horses will have a better chance of getting pinched under a couple of New York’s newest laws.
They are among hundreds of new laws that take effect with the start of the new year.
One starts a new, less lucrative pension-system tier for government workers hired after Jan. 1.
Hundreds of thousands of Russian immigrants in New York City are expected to get help voting under a law that requires election material to be translated into their native language.
In New York’s large horse racing and breeding industry, a law seeks to protect horses from owners and trainers who try to dope a horse away from New York’s four thoroughbred and seven harness tracks.
